FVWM can have pretty much any appearance and functionality that you can express clearly.
Most screenshots of it look ugly because 1) config syntax focuses on power rather than ease of use, nontechnical people won't touch it 2) those who get it have better things to do than replicate modern bells and whistles. And often no taste.
In general, the more powerful and tweakable something is, the less the creators seem to care about pleasant defaults.
I love the idea of someone using FVWM as they hate Gnome 3 so much.
